After this step is done, go to tournament mode, complete a race, and Darth Maul will be unlocked. With Sebulba's podracer in hand, smash as many opponents as possible and get the highest KOs on each track. Put three laps to give enough time to hit as many racers as possible and have a shot to come out on top. After Sebulba, it's a good idea to go after Darth Maul. It's easier to unlock him first as it's just a matter of going through the game with any desired character and his statistics are so good that it will help in unlocking all the others.
The credits need to complete after the final race to get him so make sure that the entire credits roll is watched. To get him, take any racer and complete one full run of the tour and he'll be fully unlocked. The first character to unlock is Sebulba.
